Criteria for Selection
WestLight will evaluate each Proposal against these criteria and select a subset of Proposals to move to the shortlist phase. Evaluation will be based on a combination of quantitative and qualitative criteria.
Following interviews with shortlisted Respondents, the most qualified individual(s) or firm(s) will be recommended by WestLight staff based on the overall strength of each proposal, and the evaluation is not restricted to considerations of any single factor such as cost.
The criteria used as a guideline in the evaluation will include, but not be limited to, the following:
- Qualifications and experience of the Respondent, including capability and experience of key personnel
- Ability of the Respondent to answer the questions in the application form
- Ability of the Respondent to meet the Scope of Work (SOW) described in Appendix A of this document, for the services being proposed
- Respondent’s history of successfully performing services for public and/or private agencies and other CCA’s
- Completeness of the Respondent’s proposed approach, including clarity of understanding of the SOW to be provided and appropriateness of the proposed solution/services
- Respondent’s experience of working with other public and/or private agencies, and experience in CAISO and the WECC
- Financial viability of Respondent
- Cost to WestLight for the services described by this RFP
