Overview

WestLight Energy, formerly Peninsula Clean Energy (PCE), is the official electricity provider for the communities of San Mateo County and Los Banos, CA, serving 314,000 households and businesses by providing 50 percent renewable and 100 percent clean energy at a lower cost than PG&E. The goal of this Request for Proposals (RFP) is to create a competitive, objectively administered opportunity for interested providers to propose their services to fulfill WestLight Energy’s various needs for scheduling coordinator, resource optimization, and related services.
WestLight Energy issues this RFP to seek proposals from qualified providers for one or more of the following services to support WestLight Energy’s participation in CAISO:
  • Service 1: Scheduling Coordinator (“SC”) Agent
  • Service 2: Variable Energy Resource (VER) Optimization
  • Service 3: Battery Energy Storage System (“BESS”) Optimization
  • Service 4: Co-Located & Hybrid BESS/Solar Optimization
Respondents may bid on one or more services. Respondents will be required to coordinate their service with other third parties and vendors contracted by WestLight Energy, including but not limited to: SC Functions, Resource Optimizers, BESS Optimizers, Project Owners, Project Operators, Forecast Providers.

We encourage respondents to provide proposals for multiple services if they have the appropriate qualifications and experience. Please provide one response per organization. Details requested in the Proposal Form can be reviewed in the RFP.

Eligibility Requirements
Criteria for Selection
WestLight will evaluate each Proposal against these criteria and select a subset of Proposals to move to the shortlist phase. Evaluation will be based on a combination of quantitative and qualitative criteria.
Following interviews with shortlisted Respondents, the most qualified individual(s) or firm(s) will be recommended by WestLight staff based on the overall strength of each proposal, and the evaluation is not restricted to considerations of any single factor such as cost.
The criteria used as a guideline in the evaluation will include, but not be limited to, the following:
  • Qualifications and experience of the Respondent, including capability and experience of key personnel
  • Ability of the Respondent to answer the questions in the application form
  • Ability of the Respondent to meet the Scope of Work (SOW) described in Appendix A of this document, for the services being proposed
  • Respondent’s history of successfully performing services for public and/or private agencies and other CCA’s
  • Completeness of the Respondent’s proposed approach, including clarity of understanding of the SOW to be provided and appropriateness of the proposed solution/services
  • Respondent’s experience of working with other public and/or private agencies, and experience in CAISO and the WECC
  • Financial viability of Respondent
  • Cost to WestLight for the services described by this RFP
