WestLight Energy, a California Joint Powers Authority, (formerly Peninsula Clean Energy), is soliciting this Request for Information for renewable energy and storage projects that support its long-term energy procurement goals and to allocate Commercial Interest points to selected projects consistent with the CAISO’s Interconnection Process Enhancements.
The goal of this RFI is for WestLight Energy to solicit and evaluate information for both renewable energy generation and energy storage to support WestLight’s procurement obligations, its environmental objectives, and to offer its customers cost-competitive, clean energy options.
This RFI is intended for projects in CAISO’s Cluster 16 ONLY. WestLight Energy will utilize the RFI to allocate Commercial Interest points to selected projects consistent with the CAISO’s Interconnection Process Enhancements.
WestLight Energy is a member of California Community Power (CC Power). On May 12, 2025 CC Power issued a solicitation for geothermal capacity resources. WestLight Energy may award IPE Commercial Interest Points to Cluster 16 projects that submitted bids and entered into exclusivity arrangements with CC Power in accordance with the requirements of these CC Power solicitations. WestLight Energy will determine whether to award IPE Commercial Interest Points to Cluster 16 projects bid into the CC Power solicitations using substantially similar consideration factors to those used to evaluate Cluster 16 projects in its own independent processes (as detailed here), while reserving the right to account for the unique strategic, portfolio, regulatory, and geographic benefits offered by CC Power joint procurements.
