WestLight Energy is seeking proposals from qualified electrical engineering firms to serve as Engineer of Record for the Pescadero Community Microgrid, a front-of-the-meter, multi-customer solar-plus-storage community microgrid in Pescadero, California.

The selected firm will serve as WestLight Energy’s licensed technical engineering partner through project design, interconnection, procurement, construction, commissioning, and initial operations. WestLight Energy is seeking firms with demonstrated experience supporting front-of-the-meter multi-customer microgrids, including detailed engineering design, utility interconnection and islanding studies, permitting and land-use support, equipment selection, construction oversight, commissioning, controls, communications, and grid integration.

This is a single-step RFP. Respondents must submit complete technical and commercial proposals using the separate Respondent Form by the deadline shown on this page.

Scope of Work

The selected firm will serve as WestLight Energy’s Engineer of Record and principal technical engineering partner for the Pescadero Community Microgrid through five project phases:

  1. Preliminary engineering to support PG&E interconnection and islanding study applications
  2. PG&E interconnection and islanding study management
  3. Final engineering design, land-use and permitting support, and EPC selection support
  4. Construction oversight and commissioning support
  5. Initial operations and troubleshooting

Responsibilities include coordinated electrical and microgrid engineering, medium-voltage system design, protection and relaying, controls, SCADA and communications, grid-forming and islanding functionality, utility technical coordination, multidisciplinary design integration, and preparation of signed and sealed engineering documents.

Minimum Qualifications
  • Electrical engineering is a core business of the prime respondent.
  • A California-licensed Professional Electrical Engineer is available to serve as Engineer of Record.
  • Experience developing engineering designs for front-of-the-meter distributed energy resources.
  • Strong knowledge of utility distribution systems and the ability to prepare and maintain utility-grade electrical models and study data.
  • Demonstrated PG&E interconnection experience, including Rule 21 and Wholesale Distribution Access Tariff projects, and familiarity with CAISO interconnection study processes.
  • Experience supporting authority-having-jurisdiction approvals and coordinating multidisciplinary engineering, construction support, and commissioning for complex power projects.

Preferred qualifications include experience with front-of-the-meter multi-customer microgrids, medium-voltage systems, protection, controls, SCADA, grid-forming inverters, islanding, and Microgrid Incentive Program requirements.
