Meet income-qualifying criteria from either Option 1 or Option 2 below:
OPTION 1
Modified gross adjusted income (AGI) cannot exceed
• For a household of 1 to 2 persons = $43,280 or less
• For a household of 3 = $54,640 or less
• For a household of 4 = $66,000 or less
• For each additional person add $11,360
NOTE: If you choose this option, you must provide your most recent 1040. A 1099 and paystubs are NOT eligible.

Additional Information
Grants for income-qualified Bay Area residents to retire their older car and replace it with a hybrid, plug-in hybrid, battery, or hydrogen fuel cell electric vehicle, or a pre-paid card to use for public transit and purchase e-bikes. Applicants must be submitted before purchase occurs.

Frequently Asked Questions
To complete your application for the Used EV Program, you’ll need to provide your dealer with the following document(s) to verify eligibility:
- Unexpired Driver’s License – This confirms that you live within the program’s service area.
- If the address in your Driver’s License does not have an address in San Mateo County or the City of Los Banos, you must provide the Participating Dealership with additional proof of residency. Examples include other government-issued ID showing your address, a utility bill, or lease agreement.

Please note that you do not need to provide proof of income before your purchase. However, WestLight Energy regularly runs audits. If selected, you will need to provide proof of income. Failure to adequately provide proof of income will result in repayment.
Only residents of San Mateo County and Los Banos who meet our income qualifications and have not received an EV rebate from us in the past are eligible.
To qualify for incentives, the EV must be a used plug-in hybrid EV or fully electric EV that is:
- 2 model years old or older (e.g. If you buy your car in 2026, the model year must be 2024 or older)
- Purchased at one of our Participating Dealerships
- Private party sales, online retailers, or other non-Participating Dealerships DO NOT qualify (e.g. Craislist, eBay, etc)
You do not submit an application to us at all!
You will need to purchase your vehicle from one of our Participating Dealerships. They will provide the incentive to you immediately when you make your purchase, then they submit the application on your behalf.
Before your purchase, please make sure you are eligible, and that your vehicle is an eligible vehicle
Customers who have made ineligible purchases at a dealership will be subject to repayment.

You can purchase a vehicle at any price. We do not have any maximum purchase price.
There are no mileage requirements for plug-in hybrid vehicles.
Unfortunately, you may only receive one rebate per lifetime.
Yes, you can combine WestLight Energy’s incentive with any additional program.
You can redeem your incentive at the time of purchase through one of our Participating Dealerships.
Unfortunately, no. You must purchase your vehicle at one of the participating dealerships.
They will provide your incentive at the time of purchase.
Car purchases made from any other dealership, online retailer (e.g., Carvana), private purchases, or anywhere else do not qualify for this program.
Encourage your property manager or landlord to apply for WestLight Energy’s EV Ready program to get assistance in installing EV chargers.
